(1) Vendor needs to provide system of care fiscal assessment services to the government authority located in Salem, OR.• The System of Care Advisory Council’s (SOCAC’s) system of care Fiscal Assessment.• Effective systems of care utilize strategic financing. • A complex web of federal, state, local and philanthropic funding streams resource system of care.• A strategic financing assessment and plan aims to help system leaders examine what they want to finance, how current investments align with values and goals articulated in our strategic plan, and develop financing strategies that can help state achieve its shared vision.• A strategic financing plan can detail where funding flexibility can be leveraged for braided and blended funding to support programs that are payer neutral.• A strategic financing plan will also provide recommendations on where and how to maximize federal reimbursement and redirect dollars into upstream home and community–based settings.(2) All questions must be submitted no later than July 17, 2026.
