GOVERNMENT OF SAMOA MINISTRY OF WORKS, TRANSPORT & INFRASTRUCTURE 6th July 2026 REQUEST FOR EXPRESSIONS OF INTEREST (INDIVIDUAL CONSULTING SERVICES) SAMOA PACIFIC REGION PREPAREDNESS, ADAPTATION AND RESILIENCE (PREPARE)-SAMOA PROJECT Grant No.: E636-WS Assignment Title: Urban Planning Specialist (Individual Consultant) Reference No . ( as per Procurement Plan ): WS-MWTI-529364-CS-INDV The Ministry of Works, Transport and Infrastructure has received financing from the World Bank toward the cost of the Pacific Region Preparedness, Adaptation and Resilience (PREPARE) - Samoa Project and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include provision of Technical Assistance to the Ministry of Works, Transport and Infrastructure to support the PREPARE-Samoa Project in the planning, implementation, management, monitoring and review of PREPARE-Samoa with a focus on technical aspects of urban planning and management. The Urban Planning Specialist will initially be recruited for 24 months, with possible extension subject to performance appraisal and the Ministry of Works, Transport and Infrastructure’s needs. It is anticipated to commence by October 2026. This position requires highest acceptable standards of effective performance. Interested international Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are: Minimum experience and capability Bachelor’s degree in urban planning/design or architecture or related discipline A minimum of 10 years of relevant professional experience in urban planning, urban design, or land use planning, including demonstrated experience integrating climate and/or disaster risk into urban planning or development-control policy. Prior professional working experience in a developing-country context Fluent in written and spoken English Skills and Competence Software and computer skills: competent with use of email and Microsoft Office applications (e.g., Word, Excel, PowerPoint, AutoCad/or other Drawing Applications Software and Outlook), and relevant urban design and graphic design programs would be desirable. Communication skills: excellent professional oral and written communication skills in English, including via email, audio/video conference, and face-to-face with World Bank and Government officials. Organizational skills; ability to work independently and proactively to manage own workload. Policymaking skills: demonstrated experience and skills in developing urban planning and development policies, such as for land use, housing, climate change and urban resilience issues. Analytical skills: strong understanding of urban planning in a developing country context and disaster risk management and/or climate change adaptation (in Pacific Island Countries would be desirable) Desirable qualifications, experience and skills Advanced university degree (e.g., Master’s) in urban planning and landscaping/design, land use planning, architecture, engineering, urban management, or a related discipline Experience with legal drafting of statutory urban planning documents. Prior experience working in the Pacific Islands or on Small Island Developing States (Samoa experience highly regarded) Experience working within an international organization, multilateral bank, or any other donor financed projects, related to urban, infrastructure, community development and/or climate change adaptation and resilience. Membership and registration with related and recognized Professional Association (e.g., Urban Planning). The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, dated September 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
