Sacramento Regional Emergency Preparedness Plan (RFP# 2021-02)

Through this Request for Proposal (RFP), Sacramento Area Council of Governments (SACOG) seeks to create a Sacramento Regional Emergency Preparedness Plan for the six-county region. The Sacramento Regional Emergency Preparedness Plan will coordinate between the various county emergency plans and perform a gap analysis to correct any deficiency in the current system. The plan will also integrate the regions transit operators into the plan to coordinate in the event of a mass evacuation event. The plan will also analyze the regions roadway system for vulnerabilities and draft new policies and procedures for the next generation of zero emission transit vehicles and their use in emergency situations. The Sacramento Regional Emergency Preparedness Plan will focus on robust technical assistance with analysis and cataloging of current transit assets, analysis of the regional roadway network for evacuations, and analyze how will the next generation of zero emission transit vehicles could be utilized in evacuation events. The technical assistance will assist our region to develop an updated and innovative coordinated plan for emergency preparedness. This plan will ensure that emergency operations centers are better prepared to operate on a regional scale in times of need. The speed and accuracy of the information is crucial in times of crisis. The Sacramento Regional Emergency Preparedness Plan will identify the needs and deficiencies in the current plans, create emergency preparedness procedures for transit operators, as well as identify evacuation routes. These efforts aim to create efficiencies in the policies and procedures of both the regional EOC’s and transit operators. The plan will also develop an implementation plan comprised of a prioritized list of needed projects to satisfy the recommendations of the Sacramento Regional Emergency Preparedness Plan and identify the most applicable funding sources to complete them. This plan will be a joint effort carried out by SACOG, Caltrans, CalOES, EDCTC, PCTPA, Sacramento Regional Transit, Yolo County Transportation District, City of Roseville Transit, El Dorado Transit, Yuba-Sutter Transit, SCT Link, and various Emergency Operation Centers across the region.
