(1) Vendor needs to provide SCEPTRE radio analysis tool.     – The SCEPTRE–10G–ITAR software, developed by 3dB Labs, provides the necessary multi–discipline signal analysis, high–bandwidth streaming, and precision geolocation functions required.– SCEPTRE–10G–ITAR software licenses must integrate with JCREW SSA's existing COTS SDR's and 10GbE network interfaces. – The software support activity (SSA) for the joint counter radio– controlled improvised explosive device electronic warfare (JCREW) program.   – To support counter–IED testing, RF spectrum evaluation, and signal exploitation, the JCREW SSA requires advanced, real–time RF signal processing and spectrum analysis capabilities.– Maintenance and support provision of software updates, patches, and technical support.– Integration documentation delivery manuals, API's, and compatibility matrices.(2) All the questions must be submitted no later than July 17, 2026.          (3) The contract period will be for one year.           (4) This bid is Set–Aside for Total Small Business.
