Strategic Planning

The Toledo Area Regional Transit Authority (TARTA) is seeking a qualified and experienced consultant to lead the TARTA Board of Trustees, Staff, customers, community members and key stakeholders through a process of developing a six year strategic plan for years 2026 through 2031. The selected consultant will ensure the strategic plan is comprehensive, forward-thinking, and aligned with industry best practices and regional opportunities. The plan will include measurable outcomes to guide and track performance, and incorporate other long-term operating, budgetary, and planning documents already adopted by the Authority. The purpose of the plan is to define and communicate TARTA’s vision over the next six years and present how TARTA will achieve this vision. The selected consultant will work directly with TARTA’s Chief Executive Officer and Chief of Staff as the primary contacts and project managers.
