Facilitator Needed for Functional Hurricane Exercise Overview : Escambia County Emergency Management is seeking a qualified professional or team to facilitate a scenario-driven functional hurricane exercise for our Emergency Operations Center (EOC) staff. The exercise aims to enhance preparedness, coordination, and decision-making skills in a simulated hurricane response scenario. Exercise Details: Date : Mid-May 2025 (exact date to be confirmed) Location : Escambia County Emergency Operations Center Participants : 80-100 EOC staff members Duration : Registration: 0800-0900 Exercise: 0900-1200 Hot Wash and AAR (After Action Review): Following exercise completion Key Requirements: Scenario Development : Design and deliver a realistic, challenging hurricane scenario tailored to our operational needs. WebEOC Integration : Facilitate the exercise using WebEOC software, providing participants with practical experience in utilizing the platform for situational awareness, resource management, and decision-making. Hot Wash and AAR : Guide participants in completing an After Action Review (AAR) within WebEOC, and lead a structured hot wash discussion to gather insights and feedback. Facilitation : Effectively engage and coordinate with participants, ensuring the exercise runs smoothly and meets training objectives. Preferred Qualifications: Experience in facilitating emergency management exercises, especially for EOCs. Proficiency in WebEOC software. Familiarity with FEMA's Homeland Security Exercise and Evaluation Program (HSEEP). Strong communication and organizational skills. Deliverables: Exercise plan, including scenario narrative and objectives. Participant materials (e.g., injects, checklists). Post-exercise AAR summary with identified strengths and improvement areas.
