Specific Procurement Notice Competitive Bidding through Government E-Market (GeM) Request for Bids Service Employer: Assam Health Infrastructure Development and Management Society (AHIDMS), Government of Assam Project: Assam State Secondary Healthcare Initiative for Service Delivery Transformation (ASSIST) Project Contract title: Bulk SMS Service Country: India Loan No. : 9570-IN RFB No: GEM/2026/B/7727511 Issued on: 14.07.2026 1. The Assam Health Infrastructure Development and Management Society (AHIDMS), Government of Assam (hereinafter called “Borrower”) has obtained financing from the International Bank for Reconstruction and Development (IBRD) (the “Bank”) in the form of a “loan” (hereinafter called [ “loan”] toward the cost of Assam State Secondary Healthcare Initiative for Service Delivery Transformation (ASSIST) Project. The Assam Health Infrastructure Development and Management Society (AHIDMS) , an implementing agency of the Client, intends to apply a portion of the proceeds of this loan to eligible payments under the contract for which this Request for Proposals is issued. Payments by the Bank will be made only at the request of the Assam Health Infrastructure Development and Management Society (AHIDMS), and upon approval by the Bank, and will be subject, in all respects, to the terms and conditions of the loan agreement. The loan agreement prohibits a withdrawal from the loan account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of the Bank, is prohibited by a decision of the United Nations Security council taken under Chapter VII of the Charter of the United Nations. No party other than the Borrower shall derive any rights from the loan agreement or have any claims to the proceeds of the loan. 2. The Assam Health Infrastructure Development and Management Society (AHIDMS), Government of Assam now invites Bids from eligible Bidders for Bulk SMS Service. 3. Bidding will be conducted through national open competitive procurement using a Request for Bids (RFB) through Government E-market (GeM). 4. The bidding document is available in GeM portal and registered bidders can participate in the bidding process. The bidders would be responsible for ensuring that any addenda available on the GeM portal is also downloaded and incorporated. Other details can be seen in the bidding document. The Employer shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the bidders of any bid updates, the Employer shall not be liable for any information not received by the bidder. It is the bidders’ responsibility to verify in the GeM for the latest information related to this bid.
