Request for Proposals and Qualifications: Professional Services Commercial Linkage Fee Nexus Study

General work description: The City of South San Francisco is seeking the services of a qualified, experienced firm to prepare a study to update the City’s commercial impact fee for affordable housing (Commercial Linkage Fee). The City is interested in hearing the proposer’s suggested work plan, timeframe for completion, and costs for: Nexus Study to form the basis for the amount and imposition of the fee; and The completion of a Market Feasibility analysis to determine the impacts of a commercial linkage fee on the costs of different types of development, and how those impacts may or may not impact the financial viability of future projects from the developer’s perspective, based on pro forma analyses. Participation and in-person attendance at public meetings(s) as required to present the study results, as may be requested by the City.
