(1) Vendor needs to provide strategic plan services.– Conduct a full strategic planning process that produces a proposed strategic plan– Provide professional services that assist and support agency staff in updating the organization's strategic plan.– Assess the agency current strategic position and its progress against the 2017–2022 Strategic Plan.– Engage downtown businesses, property owners, residents, staff, and other key stakeholders to understand their vision for downtown.– Update the Vision and Mission and reprioritize the agency goals into a clear, achievable five–year plan organized under the Main Street Four–Point Approach.– Develop special events, retail activities, and distinctive marketing.– Diversify the business and land use base through investment incentives.– Build the agency identity and brand.– Ensure the mid– and long–range organizational structure and funding of the downtown program.(2) All questions must be submitted no later than July 24, 2026.
