Strategic Planning Consulting Services

The District seeks to engage a consulting firm to develop a Strategic Plan for 2026–2030 providing a roadmap for sustainable service delivery, long-range capital planning, and effective resource allocation. The plan must reflect SCESD2’s current operational profile, provide clear prioritization among competing capital and staffing needs, and include balanced, inclusive stakeholder engagement that acknowledges all stakeholder perspectives. As part of this initiative, the District also intends to incorporate a comprehensive Community Risk Reduction (CRR) framework into the final plan. The CRR component should identify opportunities to reduce risk, strengthen community resilience, and align public safety resources with evolving needs across the District.
