On-Call Critical Area Biologist Services

The City of Mount Vernon is issuing this Request for Qualifications (RFQ) to solicit proposals from qualified consultants interested in providing on-demand environmental services within the City of Mount Vernon. This role would provide the City with third-party expertise in evaluating and reviewing critical areas studies submitted under Chapter 15.40 of the Mount Vernon Municipal Code (MVMC). The selected consultant will assist in ensuring that studies and reports related to critical areas, including wetlands, streams, and habitat management plans, comply with applicable regulations and best available science. In addition, the selected consultant will monitor and direct the maintenance of City Restoration sites that have been established as part of the City’s Managed Ecosystem Alternative program adopted in 2007. In addition, the selected consultant will provide assistance to City staff to ensure that implementation of the City’s ‘Door 2’ approach to floodplain management satisfies the performance standards of the Biological Opinion issued by National Marine Fisheries Services (NMFS) on the National Flood Insurance Program (NFIP).
