THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT, NOT A REQUEST FOR COMPETITIVE QUOTES. A REQUEST FOR QUOTE (RFQ) WILL NOT BE ISSUED AND QUOTES WILL NOT BE REQUESTED.The Centers for Disease Control and Prevention (CDC) intends to award a firm fixed price sole source contract under the authority of FAR 12.102(a), only one source being available to meet the Government`s needs, to:COMSOL, Inc.100 District AveBurlington, MA 01803.The Centers for Disease Control and Prevention (CDC) hereby submits a notice of intent to award a sole source firm fixed price purchase order for a Software as a Service (SaaS) for COMSOL Multiphysics Modeling Licenses which are used by the National Institute for Occupational Safety and Health (NIOSH) section for their Panel Design Optimization and Mine Ventilation Considerations around the Gas Wells project. The licenses are required to support the agency`s activities involving the duplication of mining environments while examining the synthesis, and interpretation of toxicological and exposure–related data to estimate human exposure levels and associated health effects for miners. The North American Industry Classification System (NAICS) code for this requirement is 541511.COMSOL Multiphysics Modeling is used for the use of mathematical modeling that creates a simulation of a physical mining phenomena such as airflow, heat transfer and contaminant transport in underground mines. This (COTS) software product is used for conducting the numerical modeling study on a project focusing on underground coal and stone mines. The multiphysics nature of the physics involved in modeling the problem as well as easy sharing of the modeling results among different physics is streamlined with this software. The goal of these studies and projects is to generate the necessary and sufficient scientific evidence to support conclusions regarding potential health effects and to inform the CDC.The period of performance will be for one (1) 12–month base period.This notice of intent is not a request for competitive proposals, and no solicitation document exists for the requirement. This hereby constitutes a synopsis of the requirement.CLOSING STATEMENTThe determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice.
