Vendor needs to provide AI driven platform capable of powering a Statewide Navigator/Portal that delivers personalized customer journeys for veterans, service members, families, caregivers, and other military‑connected populations.1. Intelligent Navigation & Customer Journey Engine (Front–End Navigator)Create an AI–enabled front–end navigation engine that does far more than retrieve information. This component should orchestrate personalized, end–to–end customer journeys for veterans, service members, families, caregivers, organizations, students, and job seekers by:• Interpreting user intent through natural language understanding and guided prompts.• Asking adaptive, context–aware clarifying questions to refine the user’s goals, eligibility, location, and circumstances.• Synthesizing data across multiple systems (federal, state, county, nonprofit, educational, employment) to generate recommendations that are tailored—not generic.• Constructing individualized resource pathways, not just lists, that reflect each user’s unique profile, stage of life, military history, benefits eligibility, and regional availability2. Unified Statewide Resource Intelligence DatabaseThe solution must include a structured, authoritative, and continuously updated database representing the full landscape ofOhio’s military–connected resources.
