(1) Vendor needs to provide financial audit service to the government authority located in San Antonio, TX.• The auditor must require all personnel to adhere to the independence rules, regulations, interpretations and rulings of the American Institute of Certified Public Accountants• The auditor will report to the finance director and provide continual updates as to the progress of the audit• The auditor shall promptly report to the chief appraiser any conditions, transactions, situations, or circumstances encountered which would impede or impair the proper conduct of the audit or which would seem to warrant a special investigation• The auditor shall determine and issue an opinion on whether the financial statements present fairly the financial position of the district at December 31, 2026, and the results• The auditor shall determine and issue an opinion on whether the following systems are in substantial compliance with appropriate accounting and control standards:– Investments,– Accounts payable processing,– Payroll,– Cash receipts processing,– Contractual liabilities, and– Fixed assets(2) The contract period will be for one year.
