(1) Vendor needs to provide health center strategy services. – Deliver a clinically strong, operationally practical, and measurable model of care that improves access, supports better health outcomes, and helps manage healthcare spend more effectively. – Provide a health center model that serves as a convenient, trusted, and clinically integrated access point for employees and other eligible populations. – The model should support primary care, occupational health, chronic condition management, care navigation, referral coordination, and workforce health outcomes in a way that reflects the needs of a diverse municipal workforce.• Services includes:– Advanced primary and urgent/acute care, including virtual visits and after–hours support for wraparound care.– Occupational medicine, including work–related physicals such as pre–placement and post–offer exams, DOT physicals and renewals, hearing/audiometry services, vision and color vision testing, substance abuse testing, respirator medical clearance and fit testing, and other role–specific testing requirements.– Substance abuse testing programs, including pre–employment, random, reasonable suspicion, post–accident, follow–up, DOT, non–DOT, breath alcohol testing, MRO support, and related coordination requirements.– Separation of occupational health records, including appropriate EMR structure, role–based access, employer reporting boundaries, and privacy safeguards.– Initial, first report of work injury and illness treatment.– Return–to–work management, and other required screening or testing components.– Worker’s compensation case management and care coordination support.– Referral management and care navigation.– Provider dispensing.– Biometric screenings and other wellness services.– Comprehensive reporting.(2) All the questions must be submitted no later than July 14, 2026.
