Direct Access Electricity for Municipal Facilities

The City of Santa Monica, California (“City”) is soliciting statements of qualifications (SOQs) from Energy Service Providers (ESPs) registered with the California Public Utilities Commission (CPUC) to supply electricity to the City’s 570 electric meters with an approximate annual usage of 21,500,000 kWh. The purpose of this Request for Qualifications (RFQ) process is to identify and select a short-list of qualified ESPs to supply Direct Access renewable electricity. From this list, the City will review and, at the City’s sole discretion, execute master supply agreements that will enable, but not obligate, the City to execute transactions for electricity. Then, via a direct Request for Pricing and/or reverse auction process, contracted ESPs will then be asked to submit executable pricing and other items relevant to the execution of an electricity supply transaction. The ultimate goal of the combined RFQ/RFP process is for the City to select an ESP to provide full ESP services. The selection of a supplier and City Council approval is planned for the Fall of 2022. When making its final selection of an ESP, the City will consider, among other things, the experience and qualifications of the ESP, the energy generation source(s), the competitiveness of the proposed pricing structure, and the overall ability of the ESP to meet the needs of the City and its constituents.
