REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES -FIRMS SELECTION) Country: Georgia Project: Log-In Georgia; ID: P169698 Loan No: 9863-GE Assignment Title: Engineer Consultancy Services for Civil Works Phase 4 of Fiber Optic infrastructure rollout Reference No: GE-OPEN NET-557997-CS-QCBS The Government of Georgia has received a loan from the World Bank toward the cost of Log-In Georgia Project and intend to apply part of the proceeds for consulting services. The consulting services (“the Services”) include Engineer Consultancy Services for Civil Works Phase 4 of Fiber Optic infrastructure rollout. The Log-In Georgia Project aims to increase access to affordable broadband internet and to promote its use by individuals and enterprises, in targeted rural settlements. The objectives of the Services are to supervise civil works for the construction of fiber optic infrastructure to ensure that the works are executed within contractual time and budget and comply with the approved design, specifications, environmental and social requirements, and sound engineering practices. The Consultant shall ensure coordinated supervision of four separate Works Contracts under one Engineering assignment, while maintaining separate administration, records, reporting, certification and contractual decision-making for each Works Contract, namely: for the construction of fiber optic infrastructure in the Tsalka-Akhalkalaki-Akhaltsikhe, Tbilisi-Marneuli-Tsalka, Kvemo Kartli and Kakheti-Tianeti regions (the details are available at the links in the Georgian Electronic-Government Procurement System (GE-GP): https://tenders.procurement.gov.ge/public/?go=656903&lang=en ; https://tenders.procurement.gov.ge/public/?go=663674&lang=en ; https://tenders.procurement.gov.ge/public/?go=673811&lang=en ; https://tenders.procurement.gov.ge/public/?go=679824&lang=en ). The consultant is estimated to provide 237 person-months of consulting services. The services, commencing tentatively in Q3 2026, will be provided over a period of fifteen (15) months of construction supervision, until completion of the Consultant’s obligations in respect to all Works Contracts covered by this assignment. The Terms of Reference (TOR) for the EOI can be found at the following link: https://opennet.ge/en/read/5366 The Open Net N(N)LE now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria is: Similar Contract Experience: The Consultant must have experience working as supervisor/engineer (Engineer on a project that used FIDIC Contract), on at least one contract of civil works with a minimum value of 10,000,000 USD from January 1, 2021, till the Expression of Interest submission deadline date. The shortlist will contain five (5) to eight (8) eligible firms. If more than eight (8) eligible firms meet the above Similar Contract Experience criteria, the relative strengths and weaknesses of the Consultants will be re-examined in order to rank them and identify the 8 best Consultants. The only additional comparative criterion that will be taken into consideration during this re-examination, is the highest number of similar contracts under which Similar Contract Experience consulting services have been successfully completed. Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: The consultant shall not receive any payment in connection with the assignment except as provided in the contract. The consultant and its affiliates shall not engage in consulting or other activities that conflict with the interest of the Employer under the contract. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost-Based Selection method set out in the Procurement Regulations.
