Description
The Workforce Innovation and Opportunity Act (WIOA, Public Law 113-128) of 2014 provides the framework for a national workforce system that is flexible, responsive, customer-focused and locally managed. The Middlesex County Workforce Development Board (MCWDB) or (LWDB) welcomes and encourages the respondent to submit management service designs which are innovative with a "hands-on" approach. The Workforce Innovation and Opportunity Act (WIOA) places a clear separation between the One-Stop Operator responsibilities and those of the MCWDB, its staff and Middlesex County Office of Workforce Development (MCOWD) and One Stop System Manager. The MCWDB is seeking a One-Stop Operator to coordinate specific service provisions of the One-Stop system. The law envisions a collaborative process that leads to the creation of a seamless customer-focused One-Stop delivery system. At its best, the resulting system integrates service delivery across all programs and enhances access to the programs' services. As part of the One-Stop delivery system, WIOA requires local boards to establish and conduct oversight of that system. A One Stop Operator will be responsible for developing a Memorandum of Understanding (MOU) with the required One-Stop partners that outlines each partner’s responsibilities. WIOA establishes a number of required partners in the One-Stop delivery system. These partners include but are not limited to: • Title I programs (Adult, Dislocated Worker, Youth, Job Corps, Youth Build, Native American, and Migrant Seasonal Farmworker) • Title II Adult Education and Family Literacy activities • Wagner-Peyser Act Department of Labor Employment Services programs • The Vocational Rehabilitation program under Title I of the Rehabilitation Act • The Senior Community Service Employment Program authorized under Title V of the Older Americans Act • Postsecondary career and technical education programs authorized under the Carl D. Perkins Career and Technical Education Act • Trade Adjustment Assistance authorized under the Trade Act • Jobs for Veterans State Grants programs authorized under chapter 41 of Title 38, U.S.C. • Employment and training activities under the Community Services Block Grant • Employment and training activities of the Department of Housing and Urban Development • State unemployment compensation program • Ex-offender programs authorized under section 212 of the Second Chance Act • Board of Social Services Temporary Assistance to Needy Families (TANF) authorized under the Social Security Act, unless exempted by the Governor This Competitive Contract proposal is seeking a full-time provider of services that will assist the MCWDB in the operation of the local One Stop system. Under this vision the successful responder will provide: • Strategic Planning • Customer Service • Information and Analysis (Reports) • Process Management (Operating Policies/Procedures) • Coordination of Partners • Coordination of Service Delivery
