(1) Vendor needs to provide organic waste management strategic planning service.• Design comprehensive planning frameworks that organize municipal goals across the core themes of waste reduction, education, compliance, incentives, and policy.• Utilize geographic information systems (GIS) to map regional waste producers and existing infrastructure to identify processing gaps.• Evaluate local waste stream data to establish realistic baseline targets for scaling up both residential and commercial diversion rates.• Assess the logistical feasibility of developing a decentralized network of medium–scale composting facilities to minimize transport distances and operational costs.• Provide guidance on aligning local processing operations with Ohio EPA Multi–Class Composting Facility standards, federal pathogen controls, carbon–to–nitrogen ratios, and industrial stormwater permitting requirements.• Build operational frameworks for localized anaerobic digestion programs, agricultural registries, and biochar market expansion.• Design public advertising campaigns and structured educational seminars focused on residential food waste prevention and backyard composting.• Analyze the regional private waste sector to identify operational integration opportunities, while ensuring organic diversion programs are equitably distributed and accessible to all demographic and socio–economic neighborhoods across the City.– Recommended Strategic Planning Approaches • Assessment Methods: Methods for identifying, mapping, and characterizing organic waste streams and local generation baselines.• Technical Approaches: techniques for logistical modeling, geographic information systems (GIS) mapping, and decentralized system design.• Best Practices: frameworks for regulatory compliance, facility siting, processing optimization, and operational maintenance.• Preferred Delivery Models: professional consulting agreements, public–private partnerships (P3), franchise or contract hauling agreements, and additional examples relevant to professional services such as:i. third‑party verification services, andii. economic and financial feasibility models for municipal or decentralized processing facilities.• Infrastructure Strategies: supporting successful implementation, reducing behavioral barriers to food waste separation, and strengthening collaboration with community–based, commercial, and other waste sector partners.(2) The contract period will be for one year.(3) All the questions must be submitted no later than July 24, 2026
