Recruitment of Architect — Second Energy Efficiency in Public Buildings under the E3 MPA

TÜRKYE SECOND ENERGY EFFICIENCY IN PUBLIC BUILDINGS PROJECT ( P500777 ) REQUEST FOR EXPRESSIONS OF INTEREST FOR INDIVIDUAL CONSULTANT ARCHITECT (Ref: EEPB2/WB/MOEU/PIU-IND-AR-01R/AR-02) The Ministry of Environment, Urbanization and Climate Change (MoEUCC) has received financing from the World Bank toward the cost of the Türkiye Second Energy Efficiency in Public Buildings Project (EEPBP2) and intends to apply part of the proceeds for consulting services. General Directorate of Construction Affairs (GDCA) of MoEUCC will serve as the main implementing agency for the Project. The overall objective of EEPBP is to reduce energy use in central government buildings and develop a transition plan to develop and scale-up suitable sustainable financing and institutional mechanisms to support a national program. The implementation period for the project is 6 years. The consulting service (“the Services”) includes the hiring of two full-time Architect (EEPB2/WB/MoEU/PIU-IND-AR-01R/AR-02) to support the GDCA's Project Implementation Unit. The selected consultant is expected to be awarded with one-year renewable contract. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The consultant will be hired on the basis of the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”). The contract will be signed between the General Directorate of Construction Affairs of MoEUCC or his designee and the consultant. The recruitment of contract shall be a subject to “No objection” of the World Bank. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s dated September 2023 “Procurement Regulations” setting forth the World Bank’s policy on conflict of interest (https://thedocs.worldbank.org/en/doc/6c0602876d68949e80820507d90a14ed-0290012023/original/Procurement-Regulations-September-2023.pdf). Consultants will be selected in accordance with the Approved Selection Methods for Individual Consultants set out in the Procurement Regulations.
