The DASD contracts with professional consultants to provide services to support and partner with the DASD&rsquo;s in-house staff. It is the intent of this Request for Proposal (RFP) to solicit proposals for general Professional Architectural, Engineering, and Related Services on various public improvements on an as-needed basis in support of the DASD.</p><p style=\"text-align: justify; margin: 0in 0in 0.0001pt; font-size: 11pt;\">&nbsp;</p><div style=\"text-align: justify; margin: 0in 0in 0.0001pt; font-size: 11pt;\">The DASD anticipates the selection of three (3) consultants awarded On-Call Professional Services (OCPS) contracts of up to&nbsp;<span style=\"background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;\">$200,000.00</span> each, or (2) consultants awarded <span style=\"background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;\">$300,000.00</span>.</div><p style=\"text-align: justify; margin: 0in 0in 0.0001pt; font-size: 11pt;\">&nbsp;</p><p style=\"text-align: justify; margin: 0in 0in 0.0001pt; font-size: 11pt;\">Upon receipt and review of proposals from interested parties, it is the City of Cleveland&rsquo;s intent to enter into an agreement between the City of Cleveland (&ldquo;City&rdquo; &ldquo;Owner&rdquo; &ldquo;Client&rdquo;) and the professional Architectural and Engineering firms (&ldquo;Consultant&rdquo; &ldquo;A-E&rdquo;). This will be completed after it is determined which firm is to be best qualified to provide Architectural, Engineering, and Related Services that are complete, accurate, timely, and within budget as determined by the City of Cleveland.</p><p style=\"text-align: justify; margin: 0in 0in 0.0001pt; font-size: 11pt;\">&nbsp;</p><p style=\"text-align: justify; margin: 0in 0in 0.0001pt; font-size: 11pt;\">The City of Cleveland expects the prime contract holders for the A-E Professional Services contract to provide team leadership and project management for all services procured through this Agreement and future individual Project Agreements with the City. Such proactive management should include, but is not limited to:</p><ul style=\"margin-top: 6pt; margin-bottom: 0in;\"><li style=\"margin: 6pt 0in 0.0001pt 0px; text-align: justify; font-size: 11pt;\">Follow all City standards, templates, and process required on the Project.</li><li style=\"text-align: justify; margin: 0in 0in 0.0001pt 0px; font-size: 11pt;\">Confirmation that sub-consultant teams are appropriately staffed to meet their professional obligations and schedule. The prime contract holders should act as mentors to support the work of their consultants and disciplines, and help to build the strength and capacity of their practices.</li><li style=\"text-align: justify; margin: 0in 0in 0.0001pt 0px; font-size: 11pt;\">Coordination of the work between all Project disciplines before work is issued for bidding, permit, or City review.</li><li style=\"text-align: justify; margin: 0in 0in 0.0001pt 0px; font-size: 11pt;\">Routinely perform a peer review, evaluation, and coordination of their sub-consultants&rsquo; work well before work is issued including a full QA plan.</li></ul><p style=\"text-align: justify; margin: 0in 0in 0.0001pt; font-size: 11pt;\">&nbsp;</p><p><span style=\"font-size: 11.0pt;\">The City reserves the right to reject any or all proposals or portions of thereof, to waive irregularities, informalities, and technicalities, to re-issue or to proceed to obtain the service(s) desired otherwise, at any time or in any manner considered in the City&rsquo;s best interests. The Director may, at his sole discretion, modify or amend any provision of this notice or the RFP.</span></p>",
