2024 MOCAP DASD On-Call Professional Services

Description
The City of Cleveland Division of Architecture and Site Development (DASD) is required to assess existing City-owned properties, identify capital repair, renovation and/or replacement options, design and document project scopes of work, and prepare detailed cost estimates. The DASD contracts with professional consultants to provide services to support and partner with the DASD’s in-house staff. It is the intent of this Request for Proposal (RFP) to solicit proposals for general Professional Architectural, Engineering, and Related Services on various public improvements on an as-needed basis in support of the DASD. The DASD anticipates the selection of three (3) consultants awarded On-Call Professional Services (OCPS) contracts of up to $200,000.00 each, or (2) consultants awarded $300,000.00 . Upon receipt and review of proposals from interested parties, it is the City of Cleveland’s intent to enter into an agreement between the City of Cleveland (“City” “Owner” “Client”) and the professional Architectural and Engineering firms (“Consultant” “A-E”). This will be completed after it is determined which firm is to be best qualified to provide Architectural, Engineering, and Related Services that are complete, accurate, timely, and within budget as determined by the City of Cleveland. The City of Cleveland expects the prime contract holders for the A-E Professional Services contract to provide team leadership and project management for all services procured through this Agreement and future individual Project Agreements with the City. Such proactive management should include, but is not limited to: Follow all City standards, templates, and process required on the Project. Confirmation that sub-consultant teams are appropriately staffed to meet their professional obligations and schedule. The prime contract holders should act as mentors to support the work of their consultants and disciplines, and help to build the strength and capacity of their practices. Coordination of the work between all Project disciplines before work is issued for bidding, permit, or City review. Routinely perform a peer review, evaluation, and coordination of their sub-consultants’ work well before work is issued including a full QA plan. The City reserves the right to reject any or all proposals or portions of thereof, to waive irregularities, informalities, and technicalities, to re-issue or to proceed to obtain the service(s) desired otherwise, at any time or in any manner considered in the City’s best interests. The Director may, at his sole discretion, modify or amend any provision of this notice or the RFP.
