  "summary": "<p><strong>STATEMENT OF PURPOSE</strong></p><p>The City of West Sacramento is seeking Statements of Qualifications from qualified firms or individuals (\"Proposer\") to provide grant writing services on an on-call basis to complete applications for various federal, state, and regional grant programs. The City seeks to augment existing revenue sources with grants for City needs and priorities. The selected firm(s) will research grant opportunities and develop professional grant proposals packaged for funding opportunities including but not limited to the funding sources identified in the federal Infrastructure Investment and Jobs Act (IIJA).&nbsp;</p><p><strong>PLEASE NOTE: The purpose of this RFQ is to add additional firms to the City's current on-call list for grant writing services. Firms on the current list do not need to submit a new proposal.&nbsp;</strong></p><p>The City intends to identify and select experienced professional grant writing consultants with a proven track record of researching, developing, writing, preparing, and submitting successful grant proposals for federal, state, local and government grants, in the areas of parks, bridges, water, sewer, storm drain, transportation, roads/streets, non-motorized facilities, and other general infrastructure typical in a full-service City. The City will develop a shortlist of consultants that will be called upon to provide services for any needed project or service within the scope On-Call Grant Writing Services.</p><p>Each qualified Proposer is to submit a response in conformity with the terms of this Request for Qualifications (\"RFQ\") by the deadline below (\"Proposal\"). The Proposer selected by the City pursuant to the terms of this RFQ and the City's contracting procedures, if any is selected, is referred to herein as \"Contractor.\"</p><p>&nbsp;</p><p><strong>SYNONYMOUS TERMS</strong></p><p>As used throughout this bid and its attachments, the following terms are synonymous:</p><p>a. Proposer, Firm, Consultant, Supplier, Vendor, Contractor, Successful Bidder, Offeror</p><p>b. Purchase Order, Contract, Agreement</p><p>c. Services, Work, Scope, and Project</p><p>d.
