BANKING-9124 - USA (Tamuning, Guam) - Investment Banking Municipal Advisory Services - Deadline August 6,2026

(1) Vendor needs to provide investment banking municipal advisory services to the government authority located in Tamuning, GU.  – A consulting firm, an investment banking firm or a commercial bank to provide municipal advisory services.– Assist in personnel training and development for debt and asset management functions.– Provide assistance in development and implementation of written debt issuance, debt– Management and asset management policies.– Debt issuance services preparation or review of financial analysis demonstrating the viability of the proposed issuance, the financial impact on the authority or the government and the projected long–term cost of the debt.– Provide ongoing analysis regarding refunding, public–private service agreements and otheropportunities that may exist under specific market conditions.– Assist with rating agency, bond insurance and investor presentations and updates.– Assist in the annual review of trustee performance and compliance.– Assist in completing bond continuing disclosure requirements.– Municipal services and products to include underwriters, trustees, etc.(2) The contract period will be for two years.   (3) All the questions must be submitted no later than July 22, 2026.
