Investment Advisory Services RFP

The City of St. Petersburg is requesting proposals from qualified firms to provide investment advisory services (“Advisor”) for the City’s short-term and medium–term investment portfolios. The City desires to contract for services from a firm registered with the Securities and Exchange Commission (SEC) under the Investment Advisor’s Act of 1940 who will act in a fiduciary capacity for the City and present performance numbers in accordance with the Association for Investment Management Research “AIMR” (CFA Institute). The Advisor will be required to recommend investment management, procedural changes, investment selection and disposition in accordance with the laws of the State of Florida and the investment policies and procedures established by the City. The City’s investments are governed by the following Investment Policies, which have the portfolios listed for each policy: Investment Policy – City of St. Petersburg, Florida – Municipal Funds Core Portfolio - Short Term (maturities of less one year at the time of settlement) Core Portfolio – Long Term Debt Service-Related Portfolio Bond Proceeds Portfolio Water Cost Stabilization Portfolio City of St. Petersburg, Florida – Alternate Investment Policy Parks Preservation Fund (Weeki Wachee) Environmental Preservation Fund Up of 35% Market Value of the Water Cost Stabilization Portfolio Kopsick Arboretum Investment Fund Certain Donation Funds – Gene Stacy Irrev.
