(1) Vendor needs to provide biometric monitoring system to the government authority located in San Bernardino, CA.– Provision of a wearable biometric monitoring devices (solution).– Wearable biometric monitoring devices, including software, hardware, implementation services, training, and ongoing support services for continuous monitoring of detainees and inmates in correctional facilities that are considered high–risk or vulnerable populations, allowing for immediate intervention and faster response to medical emergencies.– Solution must operate upon a proven commercial off–the–shelf software platform.– Deployment must be fully cloud–based and have the ability to ensure business continuity of the solution in the event of connectivity loss.– Wearable biometric monitoring devices or sensors designed to detect real–time vital signs, such as heart rate, blood pressure, respiration, blood oxygen levels, skin temperature, etc., or physiological signs of distress, and send instant alerts when dangerous anomalies are detected.– Reusable, waterproof, impact–resistant, with tamper–resistant wrist bands and keys.– Software shall support both single–cell deployments and complex multi–building facilities.– Support real–time streaming of biometric data to the monitoring application.– Software should support location tracking and identity association.– Provide configurable threshold–based and AI–assisted alerting for abnormal conditions.– Be accessible via a web–based interface (support for multiple, modern browsers) with support for Android and iOS devices.– Software shall record and store historical data for review, analysis, and ad–hoc reporting.– Support real–time streaming of biometric data to the monitoring application.(2) All questions must be submitted no later than July 30, 2026.
