Cleveland Complete Corridor Project: Implementation Services for Smart Signal Solutions

The City of Cleveland (City) seeks to select a qualified vendor team with demonstrated experience delivering and implementing traffic signal upgrades, transit and City fleet signal prioritization and preemption, and bicycle detection hardware and software to achieve the “Cleveland Complete Corridor” core project goals, including piloting: Signal priority technology for transit buses and Bicyclist and pedestrian detection and signal protocol integration; and, to the extent feasible, secondary project goals, including piloting: Emergency vehicle preemption; Performance Monitoring System; and Safety analytics. The City desires a vendor that can provide a dynamic signal priority and detection system that integrates hardware and software in a way that will be replicable for other communities. The project team proposes to pilot technologies that connect cellular AVL communications from existing equipment on RTA buses and City fleet vehicles to receivers in traffic signals that use algorithms to dynamically prioritize multimodal roadway users (transit, pedestrians, bicycle and scooter riders) and facilitate transit signal priority, as well as detect bicyclists and pedestrians. This project is funded by a United States Department of Transportation (USDOT) grant, enabled as a part of the Bipartisan Infrastructure Law (BIL) and its Strengthening Mobility and Revolutionizing Transportation (SMART) program.
