Sound Transit Everett Link Extension (EVLE) Lynnwood Corridor Project Consulting Services

The City of Lynnwood Development and Business Services Department (City) has prepared this Request for Proposal (RFP) to retain an experienced and qualified engineering consulting firm for specified professional services (Services) to assist with planning, environmental analysis, permitting, and engineering design for the Sound Transit Everett Link Extension (EVLE) Lynnwood Corridor Project (Project). The work to be performed by the CONSULTANT consists of preparing preliminary traffic analysis and layout with the potential for subsequent work including but not limited to design, engineering and plans, specifications and estimates (PS&E) for the project. Consultant services may also include but are not limited to: confirmation of project boundaries, evaluation of assumptions of potential transportation impacts from future development projects (West Alderwood Light Rail, expanded Alderwood Mall development, Poplar Way Extension Bridge, potential redevelopment of adjacent properties, and overall balance of the corridor), evaluation of alternative right of way allocation, cross section and channelization plans, evaluation of existing and potentially new/relocated intersections, signal timing for existing and new/relocated intersections, implementation and phasing plans, evaluation, technical support, and engagement with Sound Transit and Community Transit in the design of the Light Rail Station frontage and access alternatives, guideways, bus layovers, and bus stops, community involvement, and other related tasks.
