Description
SACOG is seeking On-Call Airport Land Use Commission (ALUC) Consulting Services. The contract will be an On-Call Professional Services agreement between SACOG and the selected consultant(s) for a three-year term with an option to extend the contract for two years, contingent upon SACOG budget and need for services. Optional contract extensions must be negotiated, and written notice provided by the SACOG Project Manager and Consultant. One or more consultant firms may be awarded depending on experience and expertise with individual airports within the ALUC service area. As the State designated ALUC for the four-county service area of Sacramento, Sutter, Yolo and Yuba counties, SACOG’s responsibilities are to: 1) Adopt the Airport Land Use Commission Policy Plan; 2) Adopt Airport Land Use Compatibility Plans (ALUCP) for individual airports, identifying land use compatibility guidelines for height, noise and safety around the airports; 3) Incorporate land use compatibility guidelines contained in the ALUCP into the General Plan and land use regulations mandated by cities and counties with jurisdiction over any geographic area subject to the ALUCP; and 4) Review and make determinations of compatibility for individual development proposals, general plan amendments, and other land use plans and regulations around airports. The ALUC is required to review development proposals for projects near airports within the ALUC service area. Determinations of compatibility are completed by evaluating the proposed development utilizing compatibility guidelines provided in the applicable ALUCP. The ALUCP also establishes the planning boundaries determined for height, noise, and safety around the airport. There are ALUCPs (formerly known as Comprehensive Land Use Compatibility Plans or CLUPs) for the sixteen airports in the four-county ALUC service area. All ALUCP/CLUPs were developed and based on the guidance of the California Airport Land Use Planning Handbook (January 2011 is most recent version). As development applications are submitted to local cities and counties within the ALUC service area, project applications within the Airport Influence Area for an airport are submitted to SACOG/ALUC for review. ALUC staff reviews the project for consistency with the applicable ALUCP/CLUP and provides a written determination. Projects deemed incompatible and denied by the ALUC may be appealed to the local governing body. The governing body may override the ALUC with two-thirds vote and following procedures set in State statutes.
