The City of Norfolk (“City”) seeks a qualified consulting firm (“Contractor”) to provide technical assistance to City staff that supports the implementation of the of the recommendations of the City’s comprehensive housing study and other departmental strategic initiatives. The Contractor shall provide research, policy analysis, and strategies to help achieve the Department of Housing and Community Development’s (NDHCD) goals and targets for preserving and developing affordable housing within a broader context of building and maintaining an inclusive and diverse community.
