(1) Vendor needs to provide policy, funding and systems integration services.– Expert contractor support to align existing childcare systems and provide informed fiscal guidance on integrating policy and funding initiatives.– Iterative, implementation–oriented, and responsive to agency evolving fiscal and policy needs throughout the PDG B–5 funding alignment process– A fiscal landscape analysis mapping childcare, Pre–K, PDG, Blueprint, and CCDF funding streams, including identification of key braiding/blending opportunities and system gaps.– A brief set of strategic fiscal recommendations summarizing funding tradeoffs, sequencing considerations for PDG initiatives, and implications for aligning major birth–to–five investments.– Decision–support materials (e.g., memos, briefing summaries, or slide decks) that distill core findings from the fiscal analysis and present clear options for agency leadership.– Targeted advisory support to help agency interpret findings, calibrate recommendations, and incorporate fiscal alignment considerations into ongoing PDG and early childhood planning.(2) All questions must be submitted no later than July 20, 2026.
