(1) Vendor needs to provide capacity and technical training services to the government authority located in Virginia.– Develop a framework for data transmission and communication among sectors.– Develop a system for data tracking, quality assurance, and quality control.– Establish an online knowledge management platform that links activities at the national and sub–national level. Develop a Sustainability Plan for this platform. Establish linkages with other online platforms.– Conduct training with data field teams.– Facilitate sector hubs participation in developing templates for data collection at the sector level to national level reporting.– Enhance the capacity of sector hubs to develop templates for data collection at the sector level.– Data framework and portal development.– Review data collection Excel/digital templates and ensure they are configured to feed into common reporting tables (CRT) for the Biennial Transparency Report (BTR) and National Communications (NC).– Technical capacity enhancement of designated sector hubs to effectively utilize and manage these templates.(2) All questions must be submitted no later than July 17,2026.
