Invitation for Bids Date: June 25, 2026 Bid Reference No.: 0733-26092918 1The Government of the People’s Republic of China has received a loan from the World Bank towards the cost of the China: Emerging Infectious Diseases Prevention, Preparedness and Response Project – Hainan Province Project (Global “One Health” Hainan Demonstration Project), and intends to apply part of the proceeds of this loan to eligible payments under the contract for the Second Batch of Equipment Procurement for Hainan International Institute for One Health, Package C (Contract No.: HN-G-88). 2CITIC International Tendering Co., Ltd. (the Procurement Agent), on behalf of Hainan University (the Purchaser), now invites eligible and qualified bidders to submit sealed bids for the following goods and related services: Contract No. HN-G-88 Contract Title Second Batch of Equipment Procurement for Hainan International Institute for One Health, Package C Main Types and Quantities of Goods Temperature-Controlled Motorized Inverted Differential Interference Contrast Fluorescence Microscope, Temperature-Controlled Motorized Upright Differential Interference Contrast Fluorescence Microscope, Fully Automatic Solid-Phase Extraction System, In Situ Differential Mass Spectrometer, Real-Time Label-Free Cell Analysis System, Single Quadrupole Mass Spectrometer Detector, and other equipment, as well as related services. For details, please refer to the Schedule of Requirements in Section VI of the Bidding Document. Delivery Period 90 calendar days from the date of contract signing. 3. The procurement under this bidding process will be conducted through the Request for Bids (RFB) method under National Competitive Procurement as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (“Procurement Regulations”). All eligible bidders meeting the requirements stipulated in the Procurement Regulations are invited to submit bids. 4. Interested eligible bidders may obtain further information from the address specified in this Invitation for Bids and may inspect or purchase the bidding documents from June 25, 2026 to the bid submission deadline of August 4, 2026, during the hours of 9:00–11:30 a.m. and 13:30–17:00 p.m. (Beijing Time) on each working day (excluding Saturdays, Sundays, and statutory holidays). 5. Prospective bidders should note the provisions regarding eligibility and conflict of interest specified in Clause 4 of the Instructions to Bidders of the bidding document. Any bidder with a conflict of interest shall be considered ineligible. 6. The qualification requirements for bidders include: Business Scale The bidder’s average annual turnover for the most recent three years (2023–2025) shall be no less than RMB 24 million. Contract Experience The bidder, within the past three years (from January 1, 2023 to the present), shall have successfully completed at least two contracts, as a supplier, for the supply of laboratory instruments or equipment that are similar in nature and complexity to the products to be procured under this project, with each contract having a value of no less than RMB 7.7 million. The bidder shall provide supporting documents demonstrating compliance with these requirements, which shall at least include: the contract agreement, acceptance certificate issued by the user, payment receipt documents for the supply contract, and other relevant documents. Copies of contracts submitted as part of the bidding documents shall, at a minimum, include the contract pages showing the following information: the project name, procurement content, contract signing date, contract amount, and the contract signature and seal page. The bidder shall also provide the name and contact details of the end-user contact person. Technical Experience The offered Temperature-Controlled Motorized Inverted Differential Interference Contrast Fluorescence Microscope, Temperature-Controlled Motorized Upright Differential Interference Contrast Fluorescence Microscope, Fully Automatic Solid-Phase Extraction System, In Situ Differential Mass Spectrometer, Real-Time Label-Free Cell Analysis System, and Single Quadrupole Mass Spectrometer Detector shall each have at least two years of manufacturing experience, and at least one unit/set of each type of equipment shall have been sold and completed its warranty period. The bidder shall provide supporting documents demonstrating compliance with these requirements, including copies of sales contracts and other relevant documents for similar goods. Production Capacity Not Applicable. Financial Position The bidder’s financial position, as reflected in the audited annual financial statements (including the balance sheet and income statement) for the most recent three years (2023, 2024, and 2025), shall demonstrate sustained profitability. The minimum requirement is that the bidder’s net assets (calculated as total assets minus total liabilities) for each of the past three years shall be positive. Cash Flow Capacity The bidder shall have sufficient access to liquid assets, credit facilities, and other financing sources to meet the cash flow requirements necessary for contract performance. The bidder’s other ongoing contracts shall also be taken into consideration. The minimum requirement is: no less than RMB 4.8 million. Litigation History The total amount of any pending claims, arbitration, or other litigation shall not exceed 50% of the bidder’s net assets. Joint bidding is permitted under this procurement. The maximum number of members in a joint venture shall be: 2. Either the lead member of the joint venture or the other joint venture member must meet the above qualification requirements. Further detailed information is provided in the bidding documents. 7. Interested eligible bidders may submit an application to purchase the bidding documents at the address specified in this Invitation for Bids and shall pay a non-refundable fee of RMB 1,000. The payment shall be made either in cash or by direct remittance to the account of the Procurement Agent (Account Name: CITIC International Tendering Co., Ltd.; Bank Name: China CITIC Bank Beijing Sanyuanqiao Branch; Account No.: 8110701013102383606). The bidding documents will be delivered by mail. The Purchaser and the Procurement Agent shall not be responsible for any loss or delay of documents during the mailing process. 8. All bids shall be delivered to the address specified in this Invitation for Bids no later than 08:30 a.m. (Beijing Time) on August 4, 2026. Late bids will be rejected. Bid opening will be conducted publicly at the address specified in this Invitation for Bids. Bidders may send representatives to attend the bid opening. The bid opening time is 08:30 a.m. (Beijing Time) on August 4, 2026. Bids must be accompanied by a Bid Security. The amount of the Bid Security shall be RMB 190,000.00. 9.
