World Bank-Financed Hainan Project for Pandemic Prevention, Preparedness and Response (Global One Health Hainan Demonstration Project) Invitation for Bids Procurement of Equipment for Enhancing Infectious Disease Surveillance and Testing Capacity Lot 1 (Contract No. HN-G-59) Date: June 25, 2026 IFB No.: 0733-26092916/1 1The Government of the People's Republic of China has received financing from the World Bank toward the cost of the World Bank-Financed Hainan Project for Pandemic Prevention, Preparedness and Response (Global One Health Hainan Demonstration Project), and intends to apply part of the proceeds toward payments under the contract for Procurement of Equipment for Enhancing Infectious Disease Surveillance and Testing Capacity – Lot 1 (Contract No. HN-G-59). 2CITIC International Tendering Co., Ltd. (the Procurement Agent), on behalf of the Hainan Provincial Disease Control Bureau (the Purchaser), now invites sealed Bids from eligible and qualified Bidders for the supply of the following Goods and related Services: Contract No. HN-G-59 Contract Title Procurement of Equipment for Enhancing Infectious Disease Surveillance and Testing Capacity – Lot 1 Main Types and Quantities of Goods Microbial Sample Pre-processing Workstation, Fully Automated Integrated Nucleic Acid Detection and Analysis System, Fully Automated Microbial Identification and Antimicrobial Susceptibility Testing System, and other equipment, together with related services. For detailed requirements, please refer to Section VI – Schedule of Requirements of the Bidding Document. Delivery Period Within 90 calendar days from the date of contract signing. 3The bidding will be conducted through Request for Bids (RFB) using the National Competitive Procurement (NCP) method as specified in the World Bank Procurement Regulations for IPF Borrowers ("Procurement Regulations"), and is open to all eligible Bidders as defined in the Procurement Regulations. 4Interested eligible Bidders may obtain further information at the address given in this Invitation for Bids and inspect or purchase the Bidding Document from June 25, 2026 until the bid submission deadline of August 5, 2026, between 9:00 a.m. and 11:30 a.m. and 1:30 p.m. and 5:00 p.m. (Beijing Time), excluding Saturdays, Sundays, and public holidays. 5Interested potential Bidders should pay particular attention to ITB 4 of the Bidding Document regarding eligibility and conflict of interest. All Bidders found to have a conflict of interest shall be disqualified. 6The qualification requirements for Bidders include: Business Scale The Bidder's average annual turnover for the most recent three (3) years (2023–2025) shall be no less than RMB 35 million. Contract Experience The Bidder shall have, during the past three (3) years (from January 1, 2023 to the date of bid submission), successfully completed, as a supplier, at least one (1) contract for the supply of laboratory instruments or equipment similar in nature and complexity to the Goods to be procured under this Project, with a contract value of not less than RMB 11 million. The Bidder shall provide documentary evidence demonstrating compliance with the above requirement. Such evidence shall include, at a minimum, the Contract Agreement, the Acceptance Certificate issued by the end user, and proof of payment under the supply contract. Copies of the contract submitted with the Bid shall include, at a minimum, the pages showing the project name, scope of supply, contract signing date, contract amount, the signature page bearing the signatures and seals of the contracting parties, and the Acceptance Certificate. The Bidder shall also provide the name and contact details of the end user's contact person. Technical Experience The Microbial Sample Pre-processing Workstation offered shall have been in production for at least two (2) years, and at least one (1) unit/set of the same equipment shall have been sold and completed its warranty period. The Bidder shall provide documentary evidence demonstrating compliance with this requirement, including copies of the relevant key pages of sales contracts for similar Goods. Production Capacity Not Applicable Financial Position The Bidder shall demonstrate, through its audited annual financial statements (Balance Sheets and Income Statements) for the most recent three (3) years (2023, 2024, and 2025), that its financial position is sound and reflects long-term profitability. As a minimum requirement, the Bidder's net worth (calculated as the difference between total assets and total liabilities) for each of the most recent three (3) years shall be positive. Cash Flow Capacity The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial resources (excluding any contractual advance payments) sufficient to meet the cash flow requirements for contract performance, taking into account the Bidder's existing contractual commitments. For this purpose, liquid assets include cash and cash equivalents, short-term financial instruments, short-term available-for-sale securities, marketable securities, accounts receivable, short-term financing receivables, and other assets that can be converted into cash within one year. The minimum amount of such financial resources shall be RMB 4 million. Litigation History The aggregate amount of all pending claims, arbitration proceedings, or other litigation shall not exceed fifty percent (50%) of the Bidder's net worth. This bidding process permits the submission of Bids by a Joint Venture (JV). The maximum number of JV partners shall be two (2). Either the JV Leader or one of the other JV partners shall satisfy the qualification requirements specified above. For further details, please refer to the Bidding Document. 7Interested eligible Bidders may submit an application to purchase the Bidding Document to the address specified in this Invitation for Bids and pay a non-refundable fee of RMB 1,000.
