Lease of James River Fishing Pier and Restaurant

The City of Newport News (the “City”) is seeking proposals from qualified firms (the “Offeror” or “Contractor”) to furnish the goods and/or services described herein and proposals will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva ), to be received no later than 'Proposal Submission Date at 'Proposal Submission Time (local prevailing time). The purpose of this Request for Proposals (RFP) is to solicit proposals from qualified firms with restaurant management experience to 'Types of Services . Offerors shall meet the minimum requirements outlined in this RFP. Through this solicitation and subsequent lease of the restaurant facility and James River Fishing Pier, the City desires to provide opportunity to a commercial enterprise that will support and enhance quality of life amenities available to residents of the City, as well as serve as a draw for visitors from within and outside of the region. The City’s goal is for the facility to provide high-quality food service, drinks, and cocktails, as well as an exceptionally managed fishing pier asset.
