Description
The County encourages interested organizations to submit proposals to develop an operational Community Land Trust (CLT) based in and serving Pierce County. A CLT is a private, community-governed and/or membership corporation whose mission is to acquire, hold, develop, lease, and steward land for making uses such as homes, farmland, gardens, and other community assets permanently affordable for the benefit of low to moderate income community members. A CLT’s bylaws should prescribe that the governing board is comprised of individuals who reside in the CLT’s service area, one-third of whom are currently, or could be CLT leaseholders. The goal of this RFP is to build the capacity of a CLT to become operational and ready to acquire land for development of affordable housing by 2025. Note: Proposers do not have to be a non-profit CLT, but the CLT must be legally established before reimbursements can be made from the County.
