(1) Vendor needs to provide prenatal and postpartum cessation program services to the government authority located in MS. – Provide statewide telehealth tobacco cessation services for pregnant and postpartum women. – The program will combine virtual cessation counseling, care coordination, and participant incentives to increase tobacco and nicotine abstinence during pregnancy and the postpartum period, improve maternal and infant health outcomes, and reduce disparities in tobacco–related pregnancy complications.• Telehealth cessation services:– Individual cessation counseling delivered through video, telephone, or secure digital platforms.– Evidence–based behavioural interventions consistent with current clinical practice guidelines.– Screening for tobacco and nicotine use at enrollment and at regular intervals.– Development of individualized quit plans.– Biomarker Feedback• Incentive structure.• Verification of tobacco abstinence.• Participant capacity and service volume commitment.• Decrease disparities in the use of cessation treatment among populations experiencing tobacco–related disparities.• Implement mass–reach health communications interventions• Participate in overall evaluation efforts• Provide monthly reporting(2) All the questions must be submitted no later than July 17, 2026. (3) The contract period will be for two years.
