(1) Vendor needs to provide short–term rental registration, compliance and occupancy tax software.• Provide Short–Term Rental Identification, Registration, and Tax Collection software that supports compliance.• The desired software will facilitate effective identification of short–term rental properties and communication with property owners & managers, provide a system for registration, tracking, tax filing, and tax collection, and allow for integration & data sharing with local municipalities & rental booking platforms• Identification and Compliance1. Knowledge of the County’s municipal codes related to property rentals, including the STR ordinance, business license requirements, occupancy taxes, and any additional fee requirements.2. The ability to accurately identify online listings for STR properties located within Westchester County, across the full spectrum of online booking platforms.3. The ability to correctly match online listings to existing properties, with verification of each property identified and justification of matching criteria used.4. The ability to identify and distinguish between different property types, such as timeshares, villas, single residential homes, etc., and clearly label each property via icon for staff use.5. The ability to identify the advertised minimum length of stay so the listing can be categorized as a long–term rental in accordance with the County’s unique local ordinance definition of a long–term rental.• API & Data Integration– The ability to support real–time API (Application Programming Interface) access to exchange data with third party applications as is necessary for compliance with Chapter 99.– An open API for integration with state and municipal systems, and with booking platforms for verification of property registration status.– The ability to export data in CSV, MS Excel, and JSON formats.– The ability to maintain historical data as is required by any and all applicable NYS Short–Term Rental Regulations.• Tax Filing & Collection– Self–service tax filing for each STR property on designed tax forms.– The ability for property managers to remit taxes for all properties they manage in a single upload.– The ability to automatically request supporting documentation for an exemption taken on a tax return.– The ability to calculate interest and penalties on outstanding tax due resulting from a late filing or insufficient funds.(2) The contract period will be for one year.(3) All the questions must be submitted no later than July 20, 2026
