The Rural and Renewable Energy Agency has received financing from the World Bank toward the cost of the Liberia Electricity Sector Strengthening and Access Project II , and intends to apply part of the proceeds toward payments under the Contract for Procurement of Design, Supply, Installation, and Operation and Maintenance (O&M) of Integrated Solar PV Streetlight System for Selected Roadways in Liberia “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.” 2. The Rural and Renewable Energy Agency now invites sealed Bids from eligible Bidders for the Design, Supply, Installation, and Operation and Maintenance (O&M) of Integrated Solar PV Streetlight System for Selected Roadways in Liberia. The implementation period shall be eight (8) months, comprising six (6) months for design, supply and installation, plus two (2) months for testing, commissioning, Inspection and Verification, and major/minor defect corrections, followed by twenty-four (24) months for warranty, after-sales service, and O&M. A margin of preference shall not be applicable to this contract. 3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria to the Technical (rated) criteria and non-price factors shall carry a weighting of seventy percent (70%), while the Bid Price shall carry a weighting of thirty percent (30%) in determining the Most Advantageous Bid 5.
