The City of Newport News (the “City”) is seeking proposals from qualified firms (the “Offeror” or “Contractor”) to furnish the goods and/or services described herein and proposals will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva ), to be received no later than 'Proposal Submission Date at 'Proposal Submission Time (local prevailing time). The purpose of this Unsealed Request for Proposals (URFP) is to solicit proposals to furnish/provide 'Types of Services . The mural will be located on City-owned property, specifically the courtyard/ community garden located at Four Oaks, 7401 Warwick Blvd, Newport News VA 23607. See Attachment A, Exhibit I.
