(1) Vendor needs to provide fiscal agent and general contractor service to the government authority located in Colorado. • Developing subcontracts with the service providers selected by the 12th Judicial District Juvenile Services Planning Committee in conjunction with the fiscal agent. • Ensuring that all expenditures are deemed reasonable and in alignment with contractual expectations.• Ensuring that all subcontractors meet the requirements detailed in the contract with the Department of Human Services, Division of Youth Services.• Reconciling monthly billings for provider services submitted by staff and subcontractors.• Recruitment, screening, hiring of new employees. • Staff supervision. • Development of job descriptions. • Workload review (i.e., workload analysis and quality control). • Performance planning and evaluation. • Career growth planning.• Staff discipline and appeals process
