REQUEST FOR EXPRESSIONS OF INTEREST (REOI) CONSULTING SERVICES – INDIVIDUAL CONSULTANT SELECTION Country: Republic of Uzbekistan Project: Clean Energy for Buildings in Uzbekistan (CEBU) Loan/Credit No.: IDA-71720 Assignment Title: Procurement Assistant Consultant Reference No.: UZ-CEBU_PIU_MOEF-559215-CS-INDV 1. Background The Republic of Uzbekistan has received financing from the World Bank for the Clean Energy for Buildings in Uzbekistan (CEBU) Project and intends to apply part of the proceeds for the recruitment of the Procurement Assistant Consultant. The development objective of the CEBU Project is to improve energy efficiency in public buildings and enhance the regulatory framework for clean energy investments. The Consultant will support the PIU procurement team in carrying out procurement-related activities under the Project, as detailed in the TOR. 2. Description of Services The consulting services (“the Services”) include day-to-day procurement support to the PIU in carrying out procurement activities under the CEBU Project in accordance with the World Bank Procurement Regulations, the Financing Agreement, the Project Operational Manual, and other applicable project documents. The Consultant will assist the PIU procurement team in the preparation of procurement documents, internal procurement protocols, evaluation-related materials, correspondence, STEP entries, announcements, procurement tracking tables, and other procurement-related documentation. The Consultant will also support coordination with line ministries, project stakeholders, bidders, consultants, contractors, and suppliers, and assist the PIU during procurement planning, evaluation processes, contract award procedures, and contract management follow-up. The scope of services will include, but will not be limited to, the following tasks: • Supporting the PIU procurement team in day-to-day procurement activities under the Project; • Assisting in updating and maintaining the Procurement Plan in STEP, preparing procurement activity entries, uploading documents, and tracking procurement activities; • Assisting in preparation and updating of Requests for Expressions of Interest, Requests for Quotations, Requests for Bids, Requests for Proposals, evaluation forms, minutes, internal procurement protocols, clarification letters, notifications, contract award documents, and procurement-related correspondence; • Supporting coordination with line ministries, government agencies, beneficiaries, technical specialists, evaluation committee members, bidders, consultants, contractors, suppliers, and other stakeholders; • Assisting during announcement, receipt of bids/proposals/expressions of interest, opening procedures, clarifications, evaluation, negotiation, contract award, and contract signing; • Preparing evaluation-related documents, including evaluation tables, compliance checklists, draft evaluation reports, minutes of evaluation meetings, clarification requests, and supporting annexes; • Supporting contract management follow-up, including contract registers, key deadlines, deliverables, amendments, payment-related documents, performance securities, advance payment guarantees, and other contract administration records; • Preparing procurement progress updates, internal reports, procurement tracking tables, and other reporting documents required by the PIU, the World Bank, and government counterparts; • Maintaining proper electronic and hard-copy procurement files for each procurement activity; • Providing other procurement-related administrative and technical support as reasonably requested by the PIU Director and the PIU procurement team. 3. Duration and Expected Level of Effort The assignment is expected to last for an initial period of six (6) months, with possible extension for up to twelve (12) months based on satisfactory performance, project needs, and availability of financing. The Consultant shall be available to support the PIU during the assignment period and may be required to attend meetings with the PIU, relevant government agencies, the World Bank, consultants, contractors, suppliers, and other project stakeholders, as needed. Travel to project sites or other locations within Uzbekistan may be required, subject to prior agreement with the PIU. 4. Invitation for Expressions of Interest The Project Implementation Unit (PIU) now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Interested Consultants shall submit the following documents: • A signed Expression of Interest / application letter; • A Curriculum Vitae (CV) in the World Bank format or other acceptable professional CV format; • Copies of diplomas, certificates, and other documents demonstrating qualifications; • Documents demonstrating relevant experience in procurement, project administration, contract administration, or similar assignments; • Documents demonstrating experience in World Bank or other international financial institution (IFI)-financed projects, where available; • Any other supporting documents considered relevant by the Consultant. Qualification Criteria The Consultant shall meet the following minimum qualification requirements: • Bachelor’s degree in procurement, economics, finance, law, engineering, business administration, public administration, or another related field; • Minimum five (5) years of relevant practical experience in procurement, project administration, contract administration, or similar assignments; • Experience in procurement activities under World Bank or other international financial institution (IFI)-financed projects is required; • Good understanding of procurement procedures, internal approval processes, preparation of procurement documents, evaluation materials, contract-related documents, and procurement record-keeping; • Knowledge of applicable internal procedures and legislation related to implementation of IFI-financed projects in the Republic of Uzbekistan, including relevant project implementation procedures and national regulations such as Presidential Resolution No. PP-51; • Practical experience in preparing letters, minutes, protocols, evaluation tables, procurement tracking tables, reports, and other procurement-related documents; • Good knowledge of Microsoft Office applications, especially Word, Excel, and PowerPoint; • Experience with STEP or other procurement management systems is an advantage; • Excellent communication and writing skills in English and Russian languages; • Very good command of Uzbek language is required; • Strong organizational skills, attention to detail, ability to work with documents, and ability to meet deadlines.
