(1) Vendor needs to provide recreational advisory council service to the government authority located in Philadelphia, PA.• Ensure that all RAC financial transactions are accurate, consistently documented, and fully compliant with City fiscal standards by reducing variability across 128 RAC accounts and establishing a uniform, transparent financial framework.• Transition from volunteer–managed RAC bank accounts to City–managed accounts supported by the fiscal intermediary, simplifying processes and reducing the administrative burden on RAC volunteers• Promote equitable distribution and use of program funds by centralizing fee management to ensure all recreation centers—regardless of volunteer capacity or fundraising ability—receive consistent fiscal support.• Improve the speed and reliability of financial processing, including vendor payments, and program purchases, so centers can deliver timely, high–quality programs and respond effectively to community needs• Establish consistent recordkeeping and reporting practices that support audit readiness, data–driven decision–making, and stronger trust among PPR, RACs, and the communities they serve.(2) All the questions must be submitted no later than July 13, 2026
