(1) Vendor needs to provide comprehensive fee study service to the government authority located in Dallas, TX. – Perform services both remotely and on–site at agency facilities as necessary.• Tasks:– Conduct a comprehensive review of existing fee schedules for building inspection and current planning services.– Analyze departmental operations, workflows, and service delivery processes.– Identify all services, permits, and activities associated with current fees.– Evaluation of long–term enterprise fund sustainability, including staffing, technology, training, operational improvements, and service delivery expectations.– Evaluate full cost of service, including direct and indirect costs, staffing, overhead, and administrative expenses.– Evaluate workload and time allocation analysis so that the study evaluates the actual staff effort associated with permitting, plan review, inspections, zoning review, engineering review, customer service, and administrative support functions.– Assess current cost recovery levels and identify gaps between costs and fees.– Benchmark fees against comparable municipalities and industry standards.– Develop defensible fee methodologies and allocation models.– Provide recommended fee schedules with clear justification and supporting documentation.– Identify policy considerations, including cost recovery goals and potential impacts on stakeholders.– Prepare draft and final reports summarizing findings, methodologies, and recommendations.– Evaluation of the operational and financial impacts associated with DallasNow, ProjectDox, technology integration, workflow management, reporting, and ongoing system support requirements.(2) All the questions must be submitted no later than June 26, 2026. (3) Pre–bid meeting will be held on June 22, 2026.
