International Recruitment Services ITQ for Pennsylvania’s State System of Higher Education The Pennsylvania State System of Higher Education (“PASSHE”), is seeking 3rd party student recruitment agencies (the Contractor) to partner with, and recruit prospective international students, to undertake academic programs and/or the English Language Program at one of the fourteen PASSHE Universities. The Contractors are expected to recruit potential international students over the term of the contract. The purpose of this Invitation to Qualify (ITQ) is to select a pool of qualified firms and individuals that can provide international student recruitment Services for the Pennsylvania’s State System of Higher Education (PASSHE). Qualified Applicants shall enter into a Contract based on each individual universities’ needs. As such, this ITQ will result in multiple participation award contracts. The receipt of a contract is not a guarantee that PASSHE will request the supplier to provide the services.
