Helicopter Parts, Components and Overhauls

The City of Tucson (City) intends to establish a contract for the purchase, repair, and/or overhaul of Bell Helicopter/Textron Aircraft parts and components (New, Overhauled, Overhauled/ Exchanged, Repair(ed) and/or Serviceable), for three (3) Bell Jet Ranger 206B3 Helicopters, model years 1999 and 2005. In addition, this contract shall include the overhaul or exchange of the Rolls-Royce Allison 250-C20J engine. Items shall be delivered to the Tucson Police Department, Air Support Unit, 6702 South Plumer Avenue, Tucson, Arizona 85756. PLEASE NOTE: This solicitation is a Request for Proposal (RFP). It is not an Invitation for Bid (IFB). In the IFB process, award is made to the lowest responsible and responsive bidder. In the RFP process, award is made to the responsible Offeror/s whose proposal is most advantageous to the City. To respond to this RFP, interested Offerors must include a response to all criteria that are listed in the Proposal Evaluation Requirements section: Price Proposal, Method of Approach, and Qualifications and Experience. Failure to include a response to all the evaluation criteria may be cause for rejection. Attendance at the Pre-Proposal Conference is highly encouraged. The conference will explain the RFP process and clarify the contents of this solicitation. If an Offeror is unable to attend the Pre-Proposal Conference, questions should be directed to the assigned Contract Officer. The City intends to award this contract to multiple offerors to provide sufficient coverage of the City’s needs. This RFP contains three (3) groups on the Price Page. Offerors can submit on one (1), two (2) or all three (3) groups. The selected offeror may be awarded one (1), two (2), or all three (3) groups.
