REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) Federal Democratic Republic of Ethiopia Ethiopia Flood Management Project (E-FMP) Grant No. E124-Et Assignment Title: Consultancy Service for Basin level study for strategic study basins to identify and prioritise physical flood risk reduction investments, and feasibility study for prioritized investments (2 basins-Abay and Baro-Akobo). Reference No.: ET-MOWE-411804-CS-QCBS The Government of Ethiopia has received financing from the World Bank toward the cost of the Ethiopia Flood Management Project (E-FMP) and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include the provision of strategic flood protection study, extending up to feasibility level, in both the Baro Akobo and Abay River Basins. GENERAL OBJECTIVES:-The overall objective of this assignment is to conduct a comprehensive flood protection feasibility assessment for selected investment projects in the Baro Akobo and Abay Basins including evaluating the viability and effectiveness of proposed flood risk reduction interventions; and to ensure that the recommended measures are technically viable, socially acceptable, environmentally sustainable, institutionally manageable, and economically efficient. SPECIFIC OBJECTIVES: Review and update existing flood risk assessments, studies, and data for the Baro-Akobo and Abay Basins. Assess flood hazards, exposure, vulnerability, and climate change impacts to identify priority flood risk areas and investments. Evaluate and prioritize structural flood risk reduction measures and prepare conceptual designs for selected interventions. Undertake preliminary environmental, social, and economic assessments of prioritized investments. Recommend implementation arrangements and a roadmap for advancing prioritized flood risk reduction investments. KEY DELIVERABLES AND INDICATIVE TIMING: The key deliverables include the Final Inception Report including methodology, work plan, stakeholder engagement plan, data assessment, and training plan (1.5 months); Draft Interim Package covering Data Audit, Analysis and Survey, and Hydrological and Hydraulic Modeling and Hazard Mapping Reports (4–5.5 months); Options Identification and Selection Report including recommended concept design (7.75 months); and Investment Framework Application Report together with Draft Feasibility Study and Concept Design Report, Final Feasibility and Design Package, Final Training and Capacity Building Report, and Providing all data, models, GIS layers, and related outputs (10–13 months). SCOPE OF SERVICES: The scope of the service is to conduct a comprehensive basin-level study, with particular focus on assessing flood risks and vulnerabilities, including feasibility study for prospective flood protection and physical risk reduction interventions, ensuring alignment with nationally and internationally recognized standards, as well as bank-approved guidelines. ESTIMATED PERSON MONTH & DURATION OF ASSIGNMENT: The estimated key staff input is 118 Person–Month and the implementation periods is 390 Calendar days from the commencement date of the contract which is estimated to be from end of Sep 2026. The Ministry of Water and Energy now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. THE SHORTLISTING CRITERIA ARE: Firm’s Core business and years in business Relevant experience and Qualifications of the consulting firm in the field of the assignment Technical and managerial capability of the firm. Number and qualifications of professional staff of the firm. Not the number and qualification of key Experts proposed for the assignment as they will not be evaluated at the shortlisting stage The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Nov 2020 updated in September 2023. Procurement will also comply with “Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants” revised as of July 1, 2016. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.
