Environmental Monitoring Services for Roadside Vegetation Management Risk Reduction

Description
The Town of Los Gatos (Town) is soliciting Request for Qualifications (RFQ) from qualified firms to provide Project Planning, Project Management, Environmental Consulting, and Biological Monitoring for roadside vegetation management fire risk reduction work along certain Town roadsides. Locations include hillside roadways that have been identified by the Town as roadways of high concern. The selected Submitter will be expected to deliver complete, high-quality services, and to consult and work with Town staff and contractors who are involved with the services. The Town has been awarded a grant from the Federal Emergency Management Agency to support implementation of a Roadside Vegetation Management Project (Project). This RFQ is focused on implementation of tasks that include completion of community outreach and right of entry milestones, consulting to develop the plan and scope of field work for the Project, and consultation to provide Project Management, environmental oversight and permitting assistance. Permitting may be required along roadways adjacent to waterways and the selected consultant is expected to guide the Town on permit requirements. P hase 1 of this project has been determined to be Categorically Excluded from the need to prepare either an Environmental Assessment or an Environmental Impact Statement in accordance with FEMA Instruction 108-1-1 and FEMA Directive 108-1-1 as authorized by DHS Instruction Manual 023-01-001-01. Revision 1. Categorical Exclusion A4 (Information gathering, data analysis and processing, information dissemination, review, interpretation and development of documents) has been applied. Town staff believe the roadside vegetation management work may qualify for a Statutory Exemption from CEQA; NEPA remains undefined for this work. The selected consultant should confirm and support the Town's compliance with these environmental requirements. This project is partially funded by Federal funds and therefore is subject to the Federal guidelines as noted in the RFQ Documents. These d ocuments, inclusive of attachments, will be part of the Agreement for Services. In submitting qualifications, Submitter agrees to abide by all the requirements set forth in this Request for Qualifications and all Attachments.
