(1) Vendor needs to provide CAD replacement service. – Provide a modern, integrated Computer Aided Dispatch (CAD) system. – This system will support the processing of 9–1–1 calls for service (CFS) by the agency’s four Public Safety Answering Points (PSAP) and dispatching of regional first responder agencies.– Deliver all necessary technology and services for project management, system design and configuration, implementation, and comprehensive training.• Requirements:– The system shall support native integration with call–taking triage and quality assurance protocols (e.g., PowerPhone or Priority Dispatch ProQA/AQUA) directly within the CAD incident window.– The system shall support/integrate with prepared live to allow dispatchers to access inbound caller video, language translation, and real–time audio transcription directly in the CAD UI.– The system shall support/integrate with RapidSOS to capture and display highly accurate device–based caller location data directly on the dispatch map.– The system shall provide a native API integration to automatically create cases, synchronize CAD metadata, and directly link digital evidence (e.g., body/fleet video) to the CAD incident record for streamlined case packaging.– The system shall natively ingest regular GIS updates to accurately map new subdivisions, roads, and response boundaries.– The system shall natively ingest high–frequency telemetry data directly from in–vehicle cradlepoint modems to ensure highly accurate AVL tracking, bypassing PC–mediated middleware.– The system shall provide real–time, bi–directional API integration with image trend to immediately stream active incident times and status updates.– The system shall natively ingest baseline County GIS / Esri (ArcGIS) mapping data for precise location validation, routing, and single geo–map–driven dispatching.– The system shall provide an interface or unified search capability to query the CLEAR investigative data clearinghouse directly from the CAD environment.(2) All the questions must be submitted no later than August 3, 2026. (3) The contract period will be for five years. (4) Pre–bid meeting will be held on July 28, 2026.
