The City of Norfolk is conducting market research to identify firms and teams with the capability to perform the work described in this RFI. This RFI is issued for information and planning purposes only and is not to be construed as a commitment by the City of Norfolk to issue a solicitation or award a contract. Information solicited in this RFI will inform Request for Qualifications (RFQ) and Request for Proposals (RFP) development for all tiers. The purpose of this RFI is to: • Understand the capabilities and qualifications of interested firms and teams. • Gather feedback on the project scope, anticipated procurement strategy, and potential challenges for the upcoming opportunity.
