(1) Vendor needs to provide transportation management system.– To better maintain this network and to make more effective use of available maintenance funds the city proposes to enhance an existing pavement management system.– Existing data review:– Examine the existing data in the Cartegraph system and make recommendations regarding missing critical data elements.– Asset survey:– Perform a survey via digital survey vehicle or equivalent technology to determine current pavement conditions, new data in the format of an excel spreadsheet for Cartegraph.– General implementation and consultation:– Review existing Cartegraph pavement performance and degradation curves and provide necessary changes based on new and historic data points.– Outreach materials:– proposer shall assist the city with developing graphics and information for outreach materials to describe the pavement management system to multiple target audiences including the general public and city council.– The information provided shall include the condition of the existing pavement network, projected pavement conditions based on the average budget spending and PMS activities, and projected conditions and budget needs if alternative pavement maintenance activities are implemented.(2) All the questions must be submitted no later than July 22, 2026.
